Henrico breaks ground on $30M road widening, $304M water line project near raceway

Henrico officials broke ground on two major projects with a ceremony last week at Richmond Raceway.

The $30 million Richmond-Henrico Turnpike Improvements project will widen the road and add pedestrian infrastructure, while the Eastern Henrico Transmission Line project will lay the first section of a 13-mile, $304 million water main in coordination with the road project.

Both projects were designed to add a layer of resiliency to Henrico’s infrastructure, the county said in a release. On the turnpike between East Laburnum Avenue and Hummingbird Road, the project will add box culverts to reduce wear and tear on the road and the impact of storms, in addition to widening for traffic.

The new transmission line will ensure the county’s ability to serve all water customers from its Water Treatment Facility on Three Chopt Road in case the need arises, the county said. In January 2025, when the City of Richmond’s water treatment plant experienced a mechanical failure, customers in Henrico’s eastern area lost water service for days.

The first roughly 1-mile section of line will be completed with the turnpike project in 2028. The rest of the line is still in design. Construction of the remaining sections is anticipated to begin in 2028, with the line expected to be completed and in service by 2031.

More information on both projects can be found here.

Dominion Packaging adds third Henrico facility with $25M expansion

The Henrico Economic Development Authority announced that Dominion Packaging, a U.S. manufacturer of folding cartons and printed packaging, has expanded its footprint in the county.

With a $25 million investment, the company is scaling high-speed production and innovative printing capabilities at its existing Airport Logistics Center facility and has secured a second site in the park to serve as a dedicated finished goods and distribution hub – a combined growth effort creating over 100 new jobs, the EDA said.

Along with its flagship manufacturing plant in Sandston, Dominion Packaging now operates more than 770,000 square feet across three eastern Henrico locations, solidifying its position as one of the largest manufacturers in the county, the EDA said. More information about the expansion is available here.

Eminent domain use OK’d for county to acquire land for Powhite extension

The Chesterfield Board of Supervisors last week approved using eminent domain to secure right-of-way and easements needed for the first phase of the Powhite Parkway extension project.

The approval comes after the project team was unsuccessful in negotiating sales with the affected landowners – local developer Doug Sowers, the Watermill Homeowners Association and NLP Swift Creek LLC – who hold properties deemed necessary for the initial step of the project.

The county would purchase the properties, and there are sufficient funds available in the budget to pay condemnation costs, according to a county news release.

The first phase of the extension would lengthen Powhite Parkway from its current terminus to Woolridge Road. Ultimately, the overall $565 million project would extend Powhite Parkway to Hull Street Road.

Goochland supervisors meet Wednesday with a 6 p.m. regular session that includes public hearings on several rezoning and conditional-use requests.

Among them, Main Street Homes seeks approval for Tuckahoe West, a 38-home neighborhood with 2-acre-minimum lots at 2161 Manakin Road. The development would fill part of the 124-acre property that’s just west of Main Street’s Tuckahoe Bridge, a 98-home community that Main Street completed in recent years just north of Sycamore Creek Golf Course.

The full meeting agenda can be found here.

Hanover County is seeking public feedback on its draft small area plan for State Route 30 between U.S. Route 1 and the North Anna River. The plan will guide how development and redevelopment occur in the area, helping to shape its look, feel and future, the county said in a release.

The area is designated an Economic Development Zone (EDZ) due to its concentration of existing businesses, its proximity to major seasonal employers like Kings Dominion and Meadow Event Park, and its potential to accommodate additional businesses.

The goal of the plan is to obtain stakeholder feedback in order to identify preferred business types, recommend public infrastructure improvements, and develop design guidelines to create a cohesive look as development and redevelopment occur.

Recommendations from the plan are intended to ensure the area accommodates appropriate economic development opportunities that reflect the community’s vision for the area, providing a guide for future investment, the county said.

More information about the plan and opportunities to provide feedback are available here. Feedback can be provided via an online survey that can be taken here and will be open through Nov. 4.
